The following is a list of players that wish to DM for Villians Seeking Employment. Later information can be added for plots, organizations, and specific NPCs that each DM is in charge of, but for now, lets just use this for a list of confirmed DMage and requests by players to DM.

Basic GMing Guidelines (Content Subject to Change):
1. Each GM is allowed to claim any plot element he introduces as his/her own. Any plot element so claimed is not to be touched by other GMs. On the other hand, if you do not claim a plot element (which is done by posting on this forum), you can't complain about what another GM does with it.
2. Defeated monsters will reward XP based on the table in the Dungeon Master's Guide. Roleplay XP per session should not exceed, in total, a balanced encounter for the party's level. The GM's character recieves a fair share of the XP awarded for challenges overcome, but will not recieve roleplay XP.
3. Do not design challenges specifically for your own character. Do not place treasure specifically for your own character. Basically, don't set things up specifically to make your character either look good or become more powerful.
4. DO design challenges specifically for the characters of other players. DO place treasure specifically for the characters of other players (though see below). DO give the characters of other players specific chances to look good.
5. Calculate the value of treasure carefully. Make sure that, by the end of your subplot of GMing, you have given out an amount of treasure approximately equal to the amount you should have, based on the Treasure Per Encounter table in the DMG. It doesn't have to be exact, and doesn't have to be generated randomly; we just need to be careful to keep the wealth of the party on par with its level.
6. Let the PCs make a name for themselves, and take into account their previous actions as time goes on.

If I don't want to GM in this, can I just play?

I've started formulating the first plotline I'm going to run, and subsequently, I'm going to go ahead and claim a plot element and name a few NPCs.
Plot Element Claimed: Catspaw Conspiracy to kidnap the Empress of Celeis and a plot by elements of the Imperial Court of the Fallen Star to invade Celeis.
NPCs Claimed:
Viscount Celzar iz'Deremesk of Celeis, upjumped merchant tycoon and suitor to the Empress
Captain Celwan Clouwland of the Imperial Guard of Celeis, a Spellsword.
Catspaw, a master assassin that only accepts high profile jobs. His true identiy is unknown and he is only known by the tokens he leaves with his victim's bodies: a cat's dried foreleg.
Duke Theleis Wriarlor of Celeis, an old-blood nobleman and suitor to the Empress.
Hachizan "Zankageto" Saito (western order: Saito Hachizan) The brother of the Empress of the Fallen Star and an aged samurai of the Scorpion Clan. The Imperial Ambassador to Celeis.
Implications of Claims:
-The Empress of Celeis is unmarried.
-The Emperor of the Fallen Star is married to an heiress of the Scorpion clan and thus the heir, if one has been born, is of the Scorpion clan.
If I'm stepping on anyone else's planned plotlines, please let me know and we'll work things out.

No problem here.
Great Celeisian names.
A quick note on Celeisian names: While many Celeisians (and most nobles) have surnames, they generally don't use them in everyday conversation.

My claims so far:
Kronin, the Dark Red Dragon, Eldest of Red, Eldest of Anthros, Slayer of the Dragongod. And why? 'Cause he's mine.

Heh, that reminds me. While I'm not laying claim to this group of NPCs, I'd appreciate it if I was consulted before anyone else uses them....this group being the Great House of the Crane Clan as well as the Lesser House of the Fox Clan, vassals of the Crane.
I wasn't the first person to play a Crane Clan member in Anthros, but I was the first to flesh them out and I still feel a great deal of attatchment to them. And as far as the Fox Clan...they're my creation entirely.
If Trailfoot means to set this around the same time as the first generation Anthros game, then I have one more NPC claim:
Shiroi Kaze (formerly known as Master Ro), a legendary assassin from the Fallen Star and a peerless swordsman. No man lives who can truthfully claim to have seen the Shiroi Kaze's face.
