Arturus is the saddest of the talking robes on Anthros. Many pity this pitiful excuse for a powerful mystic artifact, as he is entirely helpless to do anything to accomplish his goal of wiping out all spellcasters and destroying the Church of Celeis.
You should pity him too. He deserves it. It's all he's got.

Arturus's backstory:
Originally, Arturus was an indestructible +1 crossbow bolt that dealt an additional 2d6 damage to spellcasters and coud cast Detect Magic at will. Then, one day, he was shot into the hand of a wizard who was in the midst of casting one of the most powerful spells known.
The wizard's spell was not interrupted by the hit.
"I want to be stronger," thought Arturus. "I want to be one of the most powerful magic items on Anthros!"
Unfortunately for Arturus, the wizard was, at that same moment, casting Wish to gain a Robe of the Archmagi.
The rest is history.
